Real Estate Issues

As a part of the ongoing agenda of the National Competitiveness Council’s working group on infrastructure improvement, AmCham was offered an opportunity to participate in drafting by-laws to the Law on Construction and Planning. As a result, on December 21st, 2009, AmCham formed an ad-hoc Real Estate Working Group including representatives of member companies from various industries interested in real estate regulations.

The working group was invited to participate in public discussion on two draft decrees - on determining compensation for conversion and on disposing of construction land, as well as on four draft rulebooks – on location permit, on construction signs, on professional exams and on construction site closures. This was followed by written submission of systematized comments to the Ministry of Environment and Spatial Planning.

In addition, on March 25, 2010 AmCham organized Real Estate Roundtable with Focus on Decree on Conversion of the right to use land into right of ownership. The Roundtable, that took place at Hyatt Regency Belgrade, provided an opportunity to discuss implementation problems with the new Decree, as well as offered a forum for private-sector suggestions for improving real estate regulations and implementations.
