In 2009, AmCham sent over 130 recommendations and comments on some 30 laws and by-laws (including, those relating to labor, tax, health-care, ICT, foreign trade/customs issues, the real estate regime and environmental regulations) to the Council for Regulatory Reform, the implementation unit of the Guillotine project*. At the end of 2009, the Government of Serbia adopted a first package of around 212 measures simplifying administrative procedures with the aim of improving the business environment in Serbia. Among these measures were 11 AmCham suggestions on the Labor Law and the Law on Corporate Income Tax.
Out of the 11 measures that AmCham suggested and the Government adopted within the Guillotine package, only those related to the Law on Corporate Income Tax were implemented. Although the first draft of the Labor Law featured Guillotine recommendations, as well as the other AmCham recommendation, further activities of the Ministry on the Law were held up due to a lack of consensus within the Socio- Economic Council.
*Guillotine project: The "Guillotine" or "SRP" project (World Bank project, working within the Ministry of Economy and Regional Development) deals with removing unnecessary and inefficient regulations with the aim to improve the business environment, reduce legal uncertainty and increase competitiveness of the local economy.
