In cooperation with representatives of the Republic of Serbia, the Ministry of State Administration and Local Self-Government, the Council of Europe and the Standing Conference of Towns and Municipalities (SCTM), the AmCham HR Forum organized a meeting on professional development of employees in state administration and local self-government units and possible synergy between the state and business sectors in human resources management.
The first part of the meeting was dedicated to the presentation of the National Academy for Professional Development in Public Administration, the establishment of which is expected in early 2018, and familiarization with the main goals and mission of this academy. The establishment of the National Academy for Professional Development is one of the strategic approaches in the field of human resource management in the state sector. The current process of public administration reform requires more efficient administration. To achieve this, it is necessary to conduct education and training of employees in the state administration and local self-government units in line with contemporary trends and requirements in the process of joining the European Union.
Accordingly, the Draft Law on the National Academy for Professional Development in Public Administration predicts the establishment of continuous cooperation and professional support of the private sector and interested professionals Individuals can contribute to the work of the Academy as well as companies as legal entities that can offer a complete program of accredited training and education within the program of professional development with their expertise in a certain field of human resource management. Dražen Maravić from the Ministry of State Administration and Local-Self Government stated that academy presents the central body in the public sector and needs to actively cooperate with other state institutions, especially with the Government's Human Resources Management Service, the Ministry of European Integration and the Council for the professional development of employees in local self-government units. In addition, within the Academy, the Program Council would be established as a basic professional body, involving representatives of state administration bodies, as well as economic associations, non-governmental associations and the academic community. Established in that way the National academy represents a powerful step towards strengthening the state administration, raising the efficiency of work of employees and connecting with the private sector. Also, it was pointed out that, at the realization stage, the project "Human Resources Management in Local Self-Government" is financed by the European Union and Council of Europe and implemented by the Council of Europe in Serbia in cooperation with the Ministry of State Administration and Local Self-Government and the Standing Conference of Towns and Municipalities. This project envisions the development and implementation of modern instruments in the field of human resources management and the creation of a more efficient local government system.
The HR Conference is one of the first steps towards human resources management in the state administration. It will be held in late September organized by SCTM within the Council of Europe project, and with the support the Ministry of Public Administration and Local Self-Government. The conference will bring HRs from the state administration and local self-government and as one of the goals it should bring the human resources area closer to civil servants, by organizing panel discussions and workshops on this topic.
