On March 3, AmCham Health Care Committee met with representatives of Ministry of Health`s Commission for Development of Strategy for the Reform of Health Insurance - its Chairperson Ms. Sladjana Đukićić and two members Biljana Čukanović and Dragana Vujičić.
The purpose of the meeting was to find out what are/will be some of Commission’s recommendations to the Ministry of Health and what are the plans of the Ministry in the upcoming period, as well as to extend the active cooperation between AmCham and Ministry of Health on common projects. The meeting was organized in moderated discussion manner, with the Health Care Committee Chair Sandra Marinković as moderator.
At the beginning of the meeting, Commission representatives explained that the draft report with key recommendations for the reform of health insurance is currently being finalized and is expected to be sent to the Minister of Health by the end of March 2017. The aim of this document is to set the tone for Strategy for the Reform of Health Insurance which should be drafted by Ministry of Health in the upcoming period and adopted by the Government.
Some of the most important topics discussed at the meeting were out-of-pocket participation (co-payment) for specific services as addition to the reimbursable price determined by NHIF, the importance to allow private health care practitioners to be “chosen general practitioners”, models of financing of the health insurance, predictable introduction of new innovative drugs on the positive list, shortening, but above all the respect of the deadlines for the registration of medicines, as well as the recognition of licenses for medicines already registered by the European Medicines Agency Central Procedure, introducing quality criteria at public procurement procedures etc.
